This article sheds more light on my friend's accident, and seems to place blame directly at the police. Guess I wasn't being paranoid.

Today is my second day without nicotine of any sort. I'm not handling it well. The ten weeks on the patch helped in that my body doesn't remember that nicotine comes from cigarettes, so I'm not getting cravings to smoke. First and foremost, go out and buy Kevin Martin and the Hiwatts album, "The Possibility of Being". This is a great rock record. There is not one filler song on the album.
