The director of WHO told one of my colleagues that while technically this outbreak meets the standards for their class 4 activation, that when those standards were set, they did not anticipate a situation like this meeting those standards, i.e., a state at which the outbreak is much less serious than they anticipated level 4 outbreaks to be. So the standards will probably get reviewed after this, and impacted organizations who normally respond to level 4 in a certain way are actually using their discretion as to how seriously to treat everything right now.
I'd love to hear them publicly state that. Causing public panic and then patting people on the shoulder in private and telling them is ok is unacceptable from NGOs or Governmental Orgs.
