If GRP was allowing custom, I could see one that gets it at the third dot.

Personally, I was really hoping that they'd just make Hollow the Mekhet's "thing" and consider the Shadow Cult writeup to be the template for players to use in developing custom covenants.

I'm still unfond of the concept that other clans can't have cults.

I really think Shadow Cults should be all-purpose/all-clans.

I think mechanically it does give the Mekhet a wacky advantage, but the theme of the cults was more "Mekhet control specific".

I'm pretty 'fenced' on the issue, though I do think that they should have been opened appropriately. The Moirai and the Bolshevik one from Ancient Bloodlines should be Daeva as well, for instance, and new cults should have the option for other clans.

Like this supposed Voodouisant cult could be all clans. (Is it bad that I'm developing their shadow initiation benefits in my head?)
