re: housing shortage + abundance: we're about to have the same situation here. The cause of this, here, is that some people own more realestate than it makes sense to sell or rent (abundance in this aspect lowers market prices, so they want to sell less and less). I don't know if it's the same in Sydney. The way this is prevented, to a degree, in western europe (well I don't know if it's prevented, but the story goes) is that they yank the taxes for any property people have and don't use. That's, in part, why they call them partly socialist countries I guess.
We're busy following the american principal of 'the more you own, the happier you'll be,' which seems to apply even if it's an abandoned house that's all smashed up.
I think the problem with those people is that they're not used to the idea
And I think the gov' can kick their arses in taxes if they find out one way or another there are people living on their property. They could see it as people getting an income, and not declaring it or... something.
(Blame my job. I see tax implications for everything now :( )
