In the real world, a meme is an idea or cultural more that gets passed from person to person. But on the interwebs, it's usually just a questionnaire or other tool of procrastination that gets passed along by tagging!
When you're posting to your LJ, you just type in the person's name, then highlight it, and then click on the little icon that looks like a person (in the toolbar with the bold and italics and whatnot).
If you want to create that link in a comment, you have to write it out in HTML, which is < lj user="username" > (but without the the spaces before and after the brackets).
Hi I have worked out how to do this when I am posting an entry to my journal but not sure quite what you mean about doing it in a comment or reply like this, I typed in celtic_flicka
