The problem with order of the phoenix is that it doesn't actually have a plot. It has abut six hundred pages of character development followed by fifty pages in which Rowling suddenly realized that the book needed some sort of action.

and too many of the characters were really aggravating. that umbridge woman just made me crazy. i understand that harry has to face adversity and everything, but it was too much - my blood pressure's high enough as it is.
