1.
Start out with your base layer.

Duplicate the base layer three times. Sharpen the second layer, set the third to Screen at 100%, and set the top layer to Soft Light at 100%. I like to leave the original layer alone, so that I can duplicate it and use it again if I want to. This is my standard start to an icon; from here I determine what I want to do with it.

I created a new layer and put some blue in the top corner to balance out the image.

Create a new layer with this texture by _iconographer:
. Set the layer to Multiply at 100%.

Create a new layer with this (slightly modified) texture by ewanism:
. Set the layer to lighten and position it where you want it. Then create another layer with the texture from step 4, set it to Multiply at 40%, and click Ctrl+G to group it with the white texture layer.

Create two new layers. Fill the lower one with #00002C and set it to Exclusion at 80%. Fill the top one with #00FF00 and set it to Saturation at 20%.

Create a Selective Color layer on top of everything by clicking the half black, half white circle at the bottom of the layers window and selecting "Selective Color..." (or go to Layers >> New Adjustment Layer >> Selective Color).

Select "Reds" from the drop-down menu at the top and set the colors to the following values:
Cyan: 0%
Magenta: -15%
Yellow: -14%
Black: 0%

Now select "Yellows":
Cyan: -67%
Magenta: +10%
Yellow: +16%
Black: 0%

Greens:
Cyan: +94%
Magenta: 0%
Yellow: -97%
Black: 0%

Cyans:
Cyan: +59%
Magenta: 0%
Yellow: 0%
Black: 0%

Neutrals:
Cyan: -2%
Magenta: +20%
Yellow: -12%
Black: 0%

This takes down the greens and amplifies the magentas and blues. Values vary with your image; you'll probably have to play around to get colors you like.

8.
The last step is text! The font is Palatino Linotype 5 pt with tracking of 200 (Tracking is the box in the Character window one box down and one over from the font size box; it's the one with AV with a double-sided arrow underneath. It determines how far apart the letters are.). The lines underneath are simply very small text. I also put a faint row of 'X's in the background for a bit of texture.

All done! Feel free to comment with icons made based on this - I'd love to see what you come up with. You're welcome to use the icon and base image to practice, but please don't post them as if they were your own.
