Classic example of opaque bureaucracy. All I can find about why it was shut down is...

"We're reviewing it from top to bottom to ensure the program is meeting the intent established in legislation," said Maj. April Cunningham, spokesperson for the Office of the Secretary of Defense.

...and nobody else seems to know much more. The possibility is raised that the program might have been about to blow through its funding due to stronger-than-anticipated response (the program's less than a year old), but it's difficult to tell whether that's an educated guess or pure speculation.

If the program is brought back online in a few months (as several sources seem to indicate will likely happen?), this is mostly an issue of terrible timing - the warning should have been much earlier, so folks could have time to take advantage of the alternate funding sources they were pointed at.

Yeah, I was headed into work today when I saw this, so didn't have a chance to seriously follow up.

I suspect that you're right about the "misjudged the response" theory. It seems to be a hallmark of the last few years of government.

(People take advantage of free! Who knew?)
