How does it happen that a bunch of beaurocratic white eyes get to have a say-so regarding who is, or is not, a Native American?

Like I have to ask, I know.

It's right up there with some non-Kosher, red-wearing, Shabbas-driving, goyishe punim spouting on about part of Leviticus.
