The Doctor had warned Rose of the gypsies that had a large partake in the city they were in. "They own roughly 75% of the businesses here." From the restaurants, saloons, and yes, even some of the motels.
Rose had pulled him into some performance hall that doubled as a saloon, curious by the fanciful writing on the paper posters, and the melodic tune in the air. Inside, it was crowded with bargaining occurring, food being sold, dancing... this was clearly the place to be that night.
Wide-eyed, the Doctor looks around, watching everything around him and momentarily losing track of Rose as it was practically sensory-overload. At some point, he thinks someone sprayed perfume towards him, because all he could smell was strawberries for about 2 minutes. Finally, a hand grabbed his - Rose! "Blimey, you can get lost in here!"

And Rose had been listening when he warned her, honestly she had. She was Rose, though, so she was intent on throwing herself into the adventure... and drawn to the place where the locals seemed to be enthusiastically gathering.
Jostled away from the Doctor for a few minutes, she took the time to have a look around the place while she sought him back out. When the scent of bananas wafted in her direction, she grinned. If she could just locate where it was originating, no doubt she'd have a very happy Time Lord on her hands. Now, there's an idea. And there was the Doctor. Her brows drew together in a frown when she realized she could no longer smell the banana whatever-it-was. A little odd, that

"Yep!" He pulled his hand away almost instantly after she finished her sentence. Rose had just touched his hand, but somehow it tickled. Wrinkling his nose playfully, he shook it off. Maybe she hadn't trimmed her nails in a while.
They moved through the crowd to look at various exhibits before both found themselves entranced with a performance tent. "Interesting use of the snakes, yeah?" He walked his fingers up her shoulder, tickling the back of her neck. "They've already milked them; they're not poisonous. And actually snake charmers stay just enough away from striking distance..." Oh Doctor, sometimes you need to stop talking and just enjoy the moment.
It didn't escape her notice that he pulled his hand away as though he'd been burned, mostly because the reaction was so unusual. She pursed her lips in thought, but followed him as he started off, gripping his sleeve lest they lose each other again.
The exhibits were fascinating and provided somewhat of a distraction from the ever-increasing desire to get a reaction out of him. At least, until he reminded her of the ideas she'd been bouncing around in her head earlier. She shivered at the touch of fingers to her skin, turning her head to look up at him as he stared at the snakes. "Is that the secret, then? Milk the snakes first, then they'll dance for ya?" If he was paying attention, he might notice the innuendo that laced her voice as she moved to stand in front of him, trailing her fingers up his torso until she reached his tie. She loosened the fabric, the back of her knuckles just grazing his throat.
He missed the innuendo, as pathetic as that was, because he was too aware of her movements. The sly turn of her body, how her fingers seemed like they moved slowly up his torso to wrap around his tie, pulling it out of the jacket. Her fingers didn't just stop there, though, no they continued up towards the knot and...
"What are you doing?" He looked slightly shocked, and yet he wasn't moving. Oh, wait, maybe he should move and his hands cupped hers, stopping her there. "You acting a bit silly, yeah? Here?" They weren't on the TARDIS away from others, and it was very bold of her to be so affectionate and playful in public... And strangely he felt like everything, every movement, every twitch of muscle, every inhale and exhale was amplified, setting his nerves on end.
That was more like it. He looked a little discomfited by her behavior and she rather thought she was onto something. For all that they hugged and held hands in public, that was where it ended. Her lips curved into a smile and she took a step forward, mere centimetres between them now. "Silly isn't the word I'm thinkin' of. What's wrong with here? Oh, I see. You'd rather here?" Gently, she pulled one of her hands from beneath his, sliding it back down his chest and abdomen to trace along the waistband of his trousers with her fingertips.
He was so very controlled when it came right down to it. This was good for him. Normally, she wouldn't dare be so brazen, but she was feeling completely liberated at the moment and gave in to the urges she would otherwise ignore. The grin she gave him said as much.
He squeezed her hand, almost in a warning for her actions. "Mm, that's not what I meant." He clearly looked uncomfortable as he realized he was starting to grow even more uncomfortable elsewhere.
Why was that, exactly? It literally was like his senses were extremely heightened. He could still feel where the fabric was touched as she slid her hands, the dart of her eyes, calculating, towards his features as if watching and waiting... He couldn't place anything out of the ordinary, as it more or less was no different from some places they had been together on Earth before.
Gently, he reached down and took Rose's hand from his waistband. "Cheeky, but not here." He could feel the glances and roaming eyes over towards their direction, projecting even more mixed feelings upon him.
The warning really just encouraged her. Well, that and the reaction she could just barely make out down by her other hand...which also sent a wave of heat through her, pooling in her belly. It wasn't that she wanted to make him uncomfortable, per se, she just wanted him to step out of his comfort zone a bit. The Doctor being the Doctor, she knew it would take a lot to get him to do so or to feel anything resembling embarrassed.
She glanced back over her shoulder, then leaned to the side a bit and behind him. Some people were looking, it was true. It was also true that some people were engaged in activities much more scandalous than them. Rising on her toes, Rose leaned her head in to press a kiss to his neck before whispering in his ear. "You sure? I don't think they're bothered, Doctor..."
That kiss and hot breath tickling where he was rather sensitive sent sparks shooting through his nerves, and he took a step back, causing him to bump into someone and he had to apologize profusely.
He turned to glance at Rose, furrowing his brows for a moment in confusion as if to say, 'seriously, what are you doing?' His body and mind were definitely not on the same thought-track as one was doing its best to stay conservative and discreet, while the other part of him was begging for more.
Of course not! She was trying to...flap the unflappable, so her normal teasing had ratcheted up several notches. In public. If the evidence was anything to go by, her methods were the right ones.
Really, it was for his own good and he would thank her later. Meanwhile, Rose would continue to enjoy every second. Her lips twitched as he jumped back and she smiled guilelessly at the bloke the Doctor bumped into. The bloke who actually looked a little too interested in the bumping, if anyone were to ask her. She placed a proprietary hand on the Doctor's arm and let out a relieved breath when the other man took it for what it was and resumed walking

"Rose Tyler, what are you doing?" He swallowed, keeping his dark eyes focused on her face.
Around them, he was acutely aware of the many couples around him, all in various stages of what he was going through. He said various stages in the politest respects, given it ran from simple hand holding to, well... other things hidden just behind tent curtains.
And yet she pulled herself even closer to him, causing his eyes to close just a moment, now rightly feeling a bit embarrassed of the situation. Again, his mind wandered to what might've caused this - he began thinking about everything he ate in the last 12 hours, who he spoke to... all of it was inconclusive.
Her hands proved to be too distracting, however, breaking his concentration. Sliding his hand from her hip to the small of her back, he bent down to whisper in her ear, "You should really stop."
"I am not doin' anything, Doctor," she replied cheekily, gaze dropping from those dark eyes to his mouth. Her lips parted and her tongue slipped out to moisten them before she lifted her eyes back up to meet his.
It wasn't even a conscious action so much as it was her instinctive response to the tension he was radiating. Which was...what she was going for, although she hadn't planned on also being effected. Probably should have, considering it was him and her and, by pushing his boundaries, she was pushing her own.
Rose didn't know what prompted this and she had the vague notion that she should be far more concerned about it than she was, but she just wasn't. No one else seemed to be bothered; in fact, most people had paired (or grouped) off and were rather focused on their own...interactions.
As his hand moved to the small of her back, she pressed her hips flush against him and slid her own hand under his jacket. She grasped at the fabric of his shirt and whispered in kind. "Why's that, then? D'you really want me to?"

He was warring with himself, that much was obvious. Decorum and desire - which would win? Rose knew what she was angling for. If her eyes drifted shut when his hands wrapped around her wrists, it was...well, she'd be lying if she said she didn't find it arousing that she could affect him and drive him to distraction

He sort of half-chuckled at that, nuzzling into the crux of her neck and shoulder. "Anything and everything?" He wasn't picky to begin with, and at this point, if she just scratched his back, it'd probably have the exact same effect.
He managed to shrug off his jacket and moved to kiss along her jawline, "Just keep touching me..." He spoke softly into the skin of her neck, inhaling her scent as he brought his hands to gently massage her shoulders.
She was hardly doing anything, but his nerves continued to spark and flare under her touch. If he didn't know any better, he would've sworn he had telepathically synched up to her, as heightened his senses were acting, but knew that wasn't the case. The Doctor was trying his best not to be a moaning mess at her hands.
