If any of you guys are familiar with photoshop or
paint shop pro do you know if you could edit pictures to look like this with one of those programs?

The last program looks like Picasa, I don't know if Picasa has text but they have the polaroid/collage effect on that program. the rest look like basic paint shop pro or photoshop with custom paint brushes downloaded.

I would explain, but I'm sleep depraved so you probably wouldn't understand a thing I was trying to convey.

Just google "paint tools" or "paintbrushes" with whatever program you have into a google search, download picasa (google that too, it's free and it's made by google), and just play around in your programs until you find something you're content with. That's how I learned. :)

This is going to sound really dumb i know, but how do you use the brushes and textures?

You have to download them into your paint brush and texture folders, which are in the program folders. Then you click on paintbrush or texture, and you should have an option to use 'custom' or 'downloaded'.
