I don't know about this one. it doesn't seem to be written very well, and i'm sure the oil companies would find a way around the tax. i'm not sure how they're expected to "prevent oil companies from passing the cost onto us", how do you regulate that? of course i don't think oil companies will stop drilling here, there's still too much money for them to import the oil. i don't know abotu this one either because i don't like more taxes (on anyone), but i also want to support alternative travel means (like sidewalks).
$4 billion is going toward research and the appointees don't have to produce tangible results? I believe that the information available to us about this one isn't very thorough, but what i found this morning gave me a little bit more information in detail, however it's biased so it's harder to trust the accuracy of the information, although incredibly thorough and easy to understand. Check it out.
The thing is, we already have many alternatives, they just aren't being allowed in the market place. The government (pushed by the oil and vehicle industries) don't want alternatives. Some countries like Brazil, are almost completely off of oil. I think it's like 98% free of oil. So if there was a tax, it would be money that would end up going no where.
However, despite the oil companies best efforts it looks like during the next ten years or so our country will slowly shift over to an ethenol based system. It burns cleaner, is much cheaper and is a renewable source of fuel.
