After several hours of research and interviews, I have come to a rather startling decision. The City’s police force has no legitimate legal leg to stand on. I didn't even know that the City didn't have any laws.. It was smart of you to catch that.

The only problem I can see is that it will probably be really hard for all of the citizens to agree on accepted rules. The City is full of such a huge variety of people with really different morals of what is right and wrong.

I'm not saying that. I'm just saying it might take a long time for everyone to agree on a set of rules. Maybe we should all just vote.

The means through which the codices are determined should be one that allows all to equally influence them. Voting does seem the most expedient course of action, though a system should be developed to expedite the process.

I maintain that without proper codices the current police force is nothing more than, or less than, any other organization.

And it is a goal which many in the city would support, but who decides what they may or may not do, and to whom? Is it really sound for the police to punish someone for doing what they do not consider wrong?

As a citizen of the City, I find the lack of laws to be very disturbing. What is to protect me from others in the city?
