Dry fountain in Buckhead, Atlanta

Here's a fountain I ran across while working in Buckhead. I have never seen it running, even when I worked there for 4 years... I was standing over it, and this was shot looking straight down.

Could have something to do with the two margaritas, but I think it's just the fountain.
