He has dreamed of snow, rain, sunshine... all of them, his whole life. To be outside and experiencing it is one of his fondest wishes. Yet, also an impossibility considering where they lived.

And that's how he happens to come across the two wandering children who certainly don't seem dressed for the weather and are looking kind of lost. He considers going back to grab one of those wide shawls in the clothing shop for both of them to share, but they could well have wandered on by then. No anonymous, passing act of kindness is possible here.
