I think it's just a really short lens with barrel distortion. The road at the left is tilted the opposite from the roads on the right in the background.
I was wondering if the road angle was intentional, either for banking or drainage, but i was focusing on the road closer to the camera, and not the road angle further in the distance.
Independence Pass in Colorado is similar. I doesn't have quite as many switchbacks like that but has the added fun of no guardrails at all for most of the road. If you ever get a chance I would definitely recommend going over this one.
Yeah, on the Eas' Coas', everyone really talks up the Tail of the Dragon. On the Left Coast, all I hear about is Palomar. This chunk of road in Italy seems to pants them both.

Then I realized that the road was probably flat and photo was tilted, I estimate at about 30 degrees.
So that hil is a lot steeper than it looks in the picture.
