I am not a journeyman welder, but I do know that personality and affability means a lot in this kind of situation. I am a metal artist and have been offered jobs randomly when going to various businesses to buy supplies, etc. A community college or any other class is a good way to make connections; Craigslist might be another option, but you might just have to make yourself personable!

Hang out at the bar closest to a big boat yard or other fixed location that employs alot of welders, watch for guys wearing alot of black carharts, strange pokadot hats worn backwards, or sunburns in the winter, buy them a beer, ask them who to talk to at the company (probably not the secritary at the front desk ( ... )

Also, If you want to make the top pay,
you need to become a certified welder.

Look into the building trades.
Ironworker, sheetmetal worker, pipefitter.. etc.

No matter how well you are covered up, expect those hot embers to somehow find their way into you clothing. Everyone has a story of their clothing bursting into flames. Been there.. done that. LOL
