Tim Horner hasn't seen his cat, Tom, since last Monday. Tim doesn't worry about Tom often, since he's an outdoor cat, but this time was different.

“Friday afternoon, we were out shopping, came home and then my stepson had made mention that the kid down the street saw the cops outside the house next door to me for about two hours, and evidently he had been trapping, baiting and trapping cats and dumping them off in the Town of Scriba,” he explained.

Some Cicero residents have filed a police complaint against Henry Lottermoser. The say he lured their cats into his yard with food, trapped them, and then abandoned them in a different town.

Horner filed a police complaint with the Town of Cicero Police against his neighbor, Henry Lottermoser.

Police say Lottermoser told them he trapped them because he was upset the cats were damaging his yard.

“Our investigation shows there was an individual who was trapping cats and we immediately, we spoke with the individual, who admitted to doing it. He said yes, he was,” said Chief of Police Joseph Snell.

Bruce Smith hasn't seen his two cats since last Wednesday. He says the problem could have been avoided if Lottermoser had let him know.

“He took it upon himself to bait and trap all the cats in the neighborhood. Half the cats probably would not have originally went on his property in the first place if he didn't have the bait out with the trap,” he said.

According to investigators, it's legal to trap a cat as long as it's provided food, water, and shelter, which Lottermoser did.

But they say Lottermoser could face a misdemeanor if he is found to have abandoned the cats in a different town.

Horner says he's searched for his cat in the Town of Scriba, where he thinks Lottermoser abandoned them. None of the cats have been found.

Police are working with the SPCA in the investigation.

that are the reason that mum doesn't allow us outside by ourselves...
