Hello! I actually bought it at a comic store near my house, they have a ton of them along with Articuno. They're $5 each, I can pick one up for you for $10 next time Im in that area :D

The first big figures say they're Jay Franco and Sons figures, so I'm guessing those are fairly old? I know some people collect the smaller franco and sons figures, and there's a Tubachu I think that's also part of that line that's really adorable. X3

Those large Squirtle and Charmander figures have the best facial expressions! I love when Pokémon merch is a little bit different to the standard stuff :D
