They are running a

Maria and I were walking our dog last night near the Mt. Hope Cemetery, and we met a lady through the fence with an interesting story: she had just received a $100 fine for having her dog off its leash. Her dog, a five-year-old golden retriever, was a clearly well-behaved and well-trained animal. She said that despite this fine (she said that she was considering it an admission fee), she was not going to change her ways-and as I noticed the dangling leash in her hand and the responsibly bagged dog waste she carried, it was clear that she was right.
With Rochester's impressively high murder and auto theft numbers, why is collecting fines from pet owners a higher priority than criminal investigation?
