A lonely Russian

I know I read this within the last six months or so.
Napoleon is on a boring diplomatic assignment in Europe (maybe Munich). Illya is in NY and has a minor accident in the lab. He’s given painkillers and then drinks an excess of Vodka - and then calls Napoleon on his communicator to tell him that he’s lonely.
When Napoleon gets back to NY, he goes

“The Drunken Bet” is a fun story, but it’s not the one I’m thinking of.

There may have been another agenf involved in the story I’m thinking of … but only peripherally … as in, maybe he drove Illya home from Medical because Napoleon was out of the country. But most of the story centered on the initial communicator call, when Illya was drugged and drunk, and then Napoleon using that (a day or two later when he got home) to try to “break into Illya’s shell” so to speak.

I’m not even sure the story is slash or “first time” - it could just be a developing friendship story.

Don’t you hate it when something tickles your brain for days but stays just out of focus?
