This is very much what some friends and I have been talking about running as a Primetime Adventures game, except dialled back to 1950-52 or so.

My immediate inspiration is, unsurprisingly, L.A. Confidential. But if I want to have a Batman story set in the late Fifties, I don't want the costumed villains running around just yet.
