It covered most of my body (My lower legs did get wet when it rained hard though. Sitting in class with wet pants is no fun!) and had a hood and was big enough to wear over my backpack to keep it and its contents dry.

I'd suggest getting a good rain coat + hood. Or showing up to walmart and getting the first waterproof thing you see, as is what I did after the first big storm when I moved to Davis. It was the last one. It's not cute, but it gets the job done.
I did immediately think of two Styles I approve for wet men: Fedora type (wide brim thing) and bucket hat (floppy hat).
I'm a fan of Ivy Caps but they only have a brim to cover your face, probably not the best in a storm.

This website describes different styles in pictures. Just make sure whatever hat you get isn't going to shrink in the rain, or react poorly to getting crushed into a backpack (if you'd be doing that).
