What in the hell do you need a new heatsink for? Stock is usually more than enough (with a casefan or two) unless you're OCing. If environmental temps are that bad, you may as well consider a liquid cooling solution, I think.
My pc runs hot and no matter how many times I reseat that heatsink it still runs hot. I think the "ambient temperature" is just too hot for it. Unless I blow a fan on it it'll idle at 55 degrees and can go into the 70s. Blowing a fan drops it about 10 degrees.
