Can I just say I would like to get Ophelia a pair of jeans and it is impossible. She is 4 1/2 and tiny for her age. She is just under 36 lbs and about 37 inches tall

Do you have H & M in your area? Their slim fit are a little too long and very slim fitting. We get them for Oscar.

Did you try size 4 not 4t (I think the t size is usally cut for a diaper,but not the regular 4). Also did you try a boys size? Also look for the adjustable waist kind of pants?

My nephew had the same problem, skinny kid but tall. We found jeans at the Children's place with adjustable waists. They weren't perfect but they were better than the jogging pants that he lived in.

4 slim, and they have adjustable tabs to take in the waist. We have the same issues with Julia, who has a tiny waist.

Children's Place makes 4slims for cheap when jeans are on sale (like $8.50 a pair). At least they do in boys. I'm just assuming it's similar for girls.
