Jack actually wouldn't be averse to having a child with Lemon, but he's not going to tell her that. If he did, he'd have to admit a few things. Most importantly, how he'd prefer to impregnate her in a way decidedly more intimate and enjoyable than artificial insemination. He'd have to explain to Liz that he doesn't often get on a plane to check on someone for whom he only has feelings of friendship. (There's not so much distance between New York and D.C., he's aware, but there are people he'd refer to as friends who he wouldn't even pick up the phone for at the end of a long, pen-less day.) The word 'love' would come up -- because his love for her is what's at the root of it all -- and he knows she's not ready to hear such a declaration, no matter its truth. (The truth of it is probably what would terrify her most.)
So he acts like the idea had not even occurred to him, says, "With an adoption," twice, and he means what he says. He'll help her in her quest to adopt because it's what she wants.
Doesn't mean the more pleasurable option is off the table, of course. It just means it'll have to wait.
