The chances of this passing are virtually nil; not even half the Senate is behind it.

It's good timing for Bush, though. A way to galvanize the Christian conservatives and make them forget about Iraq and so forth.

Also, Bush's speech is hilarious. "Every American deserves to be treated with tolerance, respect, and dignity" - unless they're GLBT, of course.
