The lower income get a break. I think they call it a discount or "prebate." The second link I gave has more statistical-like info in that.

I've been in favor of a consumption-based tax for a while...I just don't trust the government to keep it from becoming oppressive. I still think a flat 10-15% fed tax would be best.

I don't trust the IRS or the tax code. It's huge, complex, and highly abused and twisted in favor of the agendas of the rich and our government leaders. I'm still studying it, but so far the FairTax is far in the lead for me than any of the flat tax proposals I've seen.
