nope, it's by Hiro Mashima, the same guy who did Groove Adventure Rave. he studied under Oda for some time, maybe that's why his art style is quite similar to Oda's :D

I was sick this weekend and so I sat in my room and made icons
...all day long...

I guess that explains the randomness of the thriller bark lot,
too much cold medicine and you get Franky x Sanji...lol.
