Still no news re the job, so I imagine they are negotiating with the preferred candidate - who isn't me. No one has been in touch with my referees - so not looking like I made it.

As I still don't know for sure, I can't really get over it. I want to know dammit ! It was a week ago today - they should have made a decision by now.

Your interpretation sounds reasonable to me. But, on the other hand, I have had two jobs that I despaired of getting in just the circumstance you are in now. In both cases, I got the job; it turned out that the organizations were simply slow in going through the process. So, who knows? (Of course, I've also been the recipient of bad news as well.) I'm keeping my fingers crossed for you.

After I did the interview for my current job, it took them three weeks to get around to telling me I was appointed.
