kinda of, it´s a "person" with serius problems of saying his ideas [if hi has one!], writting in a TERRIBLE portugese, try to say that the law is rigth sometimes and wrong in anothers, cause english is more usefull in brazil then the english! =P

That's pretty much what I got out of it.

American LAW may as well be written in Portugese, as U.S. lawyers TRANSLATE it whatever way is most convenient to suit their case .. And so do the judges.

Sad commentary on the state of our nations. @_
