So today at work Tom asked me out to lunch on Thursday. I spent the next few hours agonizing about how I was going to break it to him that I'm not really interested in dating this summer (especially not one person) for various reasons not really related to him

I definitely think you did the right thing letting Tom know! That way there was no way that you could lead him on. And maybe hes a bit disappointed but its nothing to feel guilty about! Its better that hes slightly disappointed now than super hurt later on in the future! Then you would have reason to feel guilty because in your heart you would have known all along that this wasnt the right things for you to be doing in the first place. So no worries. And no guilt. You talking to Tom = totally justified.
