Done in PS CS2, but is only color layers so should translate fairly easily.
This tutorial is based on the knowledge that I have gathered by reading several other tutorials and taking bits from each one and turning it onto my own.

The first thing I usually do is make a duplicate copy of the picture in case if I need it later on. Then I went to Image>>Mode, and changed the setting from gray scale to RGB. Next I want to go ahead and color her skin. So I chose a skin tone color from the colors palette. In this one I used #ce9d7d. I made a new layer and then with one of the soft, round default brushes, I painted on the areas where I would want the skin to be colored. If you accidentally go over the eyes, lips, or anything, that's fine. Just take your eraser and get rid of it.
Now set the layer to Softlight 100% and blur the layer a bit just to make it a bit more blended.
The skin tone looked too light, so I went ahead a duplicated the layer. I left the setting on Softlight, but put the opacity down to about 50%. But really it's going to depend more on your image if you need to do this step. Experiment and see what looks best.
Now I wanted to do her eye color. I made a new layer and set the blend mode to Overlay. And again with a soft, round brush, I chose a blue green color, but you can use any color you want. I then painted over the pupil of the eye. If you go onto the white of the eye, just take your eraser and carefully erase it. It was a little dark so I lowered the opacity down to 89%.
I made another new layer and with black, I used a small round brush and went over where the eyeliner would be on the bottom lid. You may need to zoom in to get the details as close as possible. I blurred the layer and set it to Softlight 100%.
To add some eye shadow, I made another new layer and took a blue/green color like I used for the eye color, but darker. Then I took my soft, round brush and painted on the eye lid where the eye shadow would be.
I wanted to add some more eye shadow so I made two new layer because I wanted to add two different colors beneath the eye. On the first layer, I used the same color that I used for the eye color and painted it on right underneath the eye lashes. Blend mode is Softlight 100% and the layer was blurred. Underneath that on the second new layer, I used a brown color and did painted on underneath the previous layer. Blend mode is Softlight 63% and the layer is blurred as well. I made another new layer and took a dark brown and went back to the upper eye lid and added that to the crease and just a little bit above to give it a little more depth.
To color the two little jewels at the corner of her eye, I just used white and set the layer to softlight 100%. Then duplicated it and lowered the opacity to 60%.
Finally I did alt/ctrl/shift/e to make a snap shot of my my layers. I set this layer to Softlight 100%.
And that's it :)
It might take some experimenting to get the colors right for the skin tone, ect...You may have noticed that I didn't use any color examples that I used or give the hex codes. Because each picture is different, and what worked on my pictures isn't necessarily going to work on yours. Do some experimenting...it's the only way that you will learn. I usually have to go through a couple different colors before I find one that I think looks good. It takes some practice, but that's all the fun of learning :)
