Actually, compared to the vast array of typical shojo-esque stories I've been reading lately, this is just packed with creativity. You'll need to be careful with the romantic relationships, though; from your vague descriptions ("hey look!"), it sounds like it could definitely use some more depth.
One of the best pieces of writing advice I've ever heard was along the lines of, "take the characters you love most, and imagine the worst things that could happen to them. Do it. The struggle to deal with it and get through it is what will give both plot and characters depth." So...in a romantic relationship, a major problem for "hero"s is betrayal, or even supposed betrayal. It's dramatic, it's theoretically overcomeable, and I know you're good at making up stories like that.
Otherwise, it sounds good. You'll probably have a bit of an easier time with this if you first strengthen your timeline of events, so you know exactly what is going to happen and when. Good start, so far.
That's what I mean. You don't need to work out all the details, by any shot, but I have a feeling that a tighter outline of key events will help in your writing process.
*nodnod* I left it relatively open because the story is coming out in random bits and pieces.
Besides, certain bits were purposely left out on the outline (ie. I know exactly who the first traitor is, as well as how they will die) to avoid spoilers.
Actually I think this really has good potential.>X3 Some or your ideas are rather quite unique. It's nice to see 4 elements being something OTHER than the usual Genbu,Suzaku,Seiryuu, and Byakko.XD *coughcoughwelllikeminecoughrolleyes* The thing I have trouble writing the stories are you know what you want with the characters but you can never seem to think out "how" they get there.^^; I guess why it's fun ne?XD Well, your protagonists are going to be quite kickass according to your description, and I look forward to reading it.XD
While I'm sure you're well into writing the first part of your story by now, you are off to a good start. Your protagonists seem immediately intereting. It may seem like a bland comment, but I honestly can't say the same for most things.
The outline as a whole looks good, but it may be a little too elaborate from the get go. Don't structure yourself too much before you've even started! Be careful when balancing the character-driven elements with the plot-driven ones.

They only kick ass because they've turned into like... minmaxed DnD characters. Or in godmode. I forget which. Maybe it's both. *so bricked*
