Darkness has fallen and the evening proceeds as usual. Several extra vehicles are seen parked outside one of the unused structures on the outskirts of the base.

Construction begins. Without warning the pounding of jackhammers, the loud thunk of nailguns, and the screech of metal being warped carry across the facility. Cranes, earth-movers and trucks carrying asphalt, concrete, and cinder blocks are visible thanks to several huge floodlights, but most of the work being done is screened off. Armed guards surround the site of construction; they seem to be as focused on keeping people inside the circle as they are on keeping people out. If asked about the project, they reply only that it's "on a need-to-know basis," along with a warning that they are cleared to fire at will should anyone try to pry any further.

Two CH-47 Chinook helicopters and one Mil Mi 26 Halo arrive just before dawn; the Halo deposits a tank-sized, heavily-bolted metal case it has been transporting, circles the base, and flies off East into the desert. The Chinooks land just outside the perimeters of the facility; two teams each consisting of about thirty heavily-armed and armored soldiers pour out, training their weapons on the payload and fanning out to encircle it. The troops are easily distinguished from the Nevada guard by their uniforms and weapons, and are recognizable as Sound militia to anyone familiar with them. With the help of two cranes, the case is loaded onto a truck and moved to the newly-reinforced building. The sound of orders yelled in Afrikaans, cursing in French, metallic shrieking and eventually machine gun fire makes sure anyone who wasn't conscious earlier is sure as hell awake by now.

Finally, the sliding and slamming of doors into place seems to put a cap on the whole affair, and the base is now quiet. The Sound militia queue back into their respective transport helicopters while higher-ups from both sides have a chat and exchange paperwork near the landing site. The construction equipment is nearly cleared out, with a few trucks staying behind to clear up the debris. Hands are shaken, engines are started, and now only the sound of retreating helicopters is there to mar the morning quiet.

Armed guards remain stationed around the perimeter of the building. Several of the guards from both the domestic and the international SWAT teams are now in the facility's ICU. No announcements have been made.
