Really, I respect all nonvoters. I think that my biggest reason for doing it is that it is a central civic ritual of my empire, and I look at it as a prayer offered up to Heaven for help. I don't actually think that it gives me any more power than the average ancient chinese peasant showing up for the installation of a new Prefect or other minor beaurocrat.
