I'm sure he has listened to them. The article says that if DPRK launches something, we're prepared to shoot it down. They didn't say they should shoot it down, unless it actually threatens US territory.
Declining to act may very well be the very best option on the table. It's really, really scary just how close Seoul is to the DMZ. When the DPRK says that they can turn Seoul into an ocean of fire, they ain't frickin' kidding. Add to that the fact that the people of the ROK (especially the young ones who don't remember the Korean War) don't exactly love the United States (a fact which boggles the mind when the alternative is so readily visible)... You just have a situation where there really may be no good options.
So if there are some military leaders (although they're not in evidence in the article) prompting President Obama to take an aggressive stance towards the DPRK, I sincerely hope that they're considering the bigger picture. I certainly hope he doesn't do it to impress you
