after reading your post, I can't help but give it a thought: maybe this drama is meant to tell the story of Gaksital, not Lee Kang-to. because all the characters' lives are centered around that hero. Kang-to is the hero, Mokdan loves the hero, Shunji and Rie want to catch the hero, Japan despises the hero, and Joseon worships the hero. In the end, it's all about Gaksital and Kang-to is just like a benefactor to the hero.
but then, the title itself is Gaksital, so...we can't complaint. haha
I really wish for Kang-to to be able to take off that mask and show the world his true self, instead of living behind the Gaksital persona. It won't be easy since his life is complicated to begin with, but it's better. at least for me. I was almost certain he'd soon take off the mask based on eps 15-16, but now, he himself said that it's be almost impossible to take off that mask.
What a long rant. sorry, I tend to get carried on when I am thinking about Gaksital. hehe
Hmmm... I suppose that for the Joseon citizens (including Mok-dan), Gaksital the Hero is all-important; the person behind the mask is (sadly) irrelevant. I have to disagree that this drama is about Gaksital and not Kang-to. Rather, I think this drama is about how people become the mask they wear. Shunji puts on his bad-guy uniform and loses his humanity; Rie becomes a naturalized Japanese, and in the process not only denies her Joseon roots but also actively oppresses her countrymen. It's the same with Kang-to, who puts on his police uniform and becomes evil, and then does a heel-face turn once he takes up his brother's mask.
I felt really bad for Kang-to because I wanted someone to really care for him. I hope Mok-dan will get there.

well said. isn't it an irony when Mok Dan was the Mask Changer when she was with the circus troupe? :)
