That does sound a bit exploitable. I think they should have some sort of limit on how many times you can re-take the levels. Maybe not a really strict limit, but sort of like a "if you don't pass this on your third try you have to pay a small fine each time you fail it again" limit.

I totally agree on the limit-thing. After a while it should be obvious when somebody's not even trying.
