Did you know that there's no system of justice in this world, Dr. Crane?
But justice as its own entity is incorruptible. Regardless of the form it takes, it will inevitably find its way to its rightful place. It's just a matter of who among us has the will to direct it.
There are those of us who have a responsibility to see that the madmen of this place aren't given free reign. After all, we're quite sane; this is more than can be said for them. I believe you're acquainted with a Mr. Harvey Dent who would agree with me.
But what do you suppose is the best course of action in a world where death is no penalty?

Justice is interpretable. It is an idea; it is something people pervert toward their own usage.
Who's to say who is mad and who is sane? Mr. Harvey Dent would tell you I'm one of the insane who deserves to be locked up and buried somewhere so as never to bring my particular brand of plight onto the world.
Where death is no penalty... there must be some form of consequence. Some conditioning--classical, or perhaps, if you don't mind a slip of ethics, a touch of extremist operant conditioning...
