You can approach this in one of two ways. You can think of it as it is, and say 8 runners finished (by extrapolation). OR you can think that the text says nothing about the officials actually resolving the race. In that case, we only have definitive evidence of 3 runners finishing the race (the runner who came in three places in front of the runner who finished last who came in two places ahead of the runner who came in 7th) since the results got all screwed (to make this all even MOAR confusing!).
Im leaning towards 3, because we know at least 3 finished the race.
