You can make a voice post from ANY country if you have a paid account and if you're willing to call abroad. You call a number from this list: http://www.livejournal.com/voicepost/
but it costs quite a bit if you live outside those specified countries, you see.

Oh. and you have to setup a PIN number which you'll punch in before recording the post.
