Two things come to mind. The first and more likely in my mind is because you were a witness to some crime or accident. The other only slightly less possible one, is that you were getting a little to frisky in public with a special friend.

Knowing you as I do, I have to echo Cynic: either you witnessed something horrific (God forbid) or you were getting frisky with a certain someone and some neocon called the cops. My only piece of advice for avoiding this situation: Keep your clothes on. ;-)
