I'm sorry to say that I've not run across a viable way to do this unless the images are in books that can be checked out and then scan them wherever you have access to a scanner (work? home? friend?) If they are non-check-outable, I do not have a good suggestion, other than to ask what their copying policies are. They are probably different at each location.
the library at my school is an open resource as is the place i work: the Visual Resource Room. i can't answer your copyright questions, but we have a slide scanner, there's a regular scanner in the library, and public use of the library.
