Hey, this is my first tutorial and I hope that it will be usefull for you:) 
So here we go:

Made with PSCS2 using selective coloring, so not translatable. sorry PSP users:(.

1. First prepare your base(sharpen,screen layer etc.)Mine was pretty good,so I didn’t do anything.
2. Duplicate the base once and set it to soft light 100%.

3. New Adjustment Layer - Color Balance:

Midtones: -23, -13, -26.

4. New Adjustment Layer - Selective Coloring

Reds: -100, +21, +100, 0.

Yellows: +39, 0,  +63, - 4.

Neutrals: +22, +8, -7, -8.

5. New Adjustment layer - Hue /Saturation.

Saturation: +25.

6. Make a new layer fill with  # 00003b and set it to exclusion 50%.

7. Make a new layer fill with  # c3f4ff and set it to color burn 100%.

8. New Adjustment layer - Hue /Saturation

Saturation: +17.
