It appears to be a European ad and not an American one. I've picked up a couple of magazines while traveling in Europe, and one thing I noticed is that the ads in them tend to be racier than what you would find in America.
It isn't something I would want on my kids lunch tray, but it is hilarious...I found one of the comments beneath it very interesting. Here in America we do have too much meddling in what we can or can't see on TV and read in news papers. Precautions should be taken for young kids, naturally; but as adults we should be able to decide for ourselves.

The problem with the US is that the majority of people do not want to take the responsibility to make sure something like that isn't on their child's tray. Which is why we have so much meddling.
Seriously, the fact that someone sued McDonald's because their coffee was hot (never mind the fact they WON) and that there is a warning on window cleaner that you shouldn't spray it in your eyes just completely illustrate how Americans are unwilling to take responsibility for ourselves. Which is why we have so much meddling from the government.
