I had the impression Nagi was actually stalling until he got a signal of some sort, which is why he didn't kill the girl right away. But it's been forever since I saw Gluhen, so I could be remembering wrong.
Maybe Omi was expecting the computer stuff to be harder, and was surprised it turned out to be so easy.
You're giving the canon an awful lot of credit for making sense, you know. That is possible, but Nagi seems pretty wiped out by the end of the fight-- I wonder if he was hoping not to show his mad weather-controlling skilz.
