Under the Bridge

Under the Marion Street Bridge in Salem lives a pack of wild people. If you've taken the Northbound exit towards Keizer, you may know what I'm talking about. I've actually kind of wondered that myself actually. It's on my bike route, so I pass them quite often, and its kind of odd. I'll also see the exact same people working a different corner in Salem. That's the part that throws me off the most. Is there a certain time of day when motorists in one section of the town are more loose with there money?
