See, this is the thing - according to what I can glean from the Times article, the change to the law is that while previously both parties had to agree with the solution the arbiter proposed, now they just have to agree to the arbitration and are legally bound to obey the solution proposed by the arbiter. It's a small difference, but a significant one.

As I say, it's a storm in a tea-cup - we already had rules regarding arbitration, as you say. It just seems so silly.
