I think it's because originally she was supposed to be a love interest for Dean. But the fans went "HELL, NO!" so they changed it.

There's actually a well-known quote that some people applied to Cas, given his entrance: "In hindsight, Dean wouldn't be attracted to that character...(...) He'd be attracted to someone who walked in the door, slaughtered everybody and walked out, and then he would say, 'Who's that?'"
